The following eight players were named:

Weeks was a surprise cut after gaining 81 rushing yards on 23 carries, catching a 26-yard pass and amassing 42 return yards on two kickoffs in the preseason. Kirtman, Obomanu, Ross and Laury all brought specific preseason performances to the table as well.
Beginning at 12:00 pm EST on Sunday, September 3, teams could establish a practice squad of eight players by signing free agents who do not have an accrued season of free agency credit or who were on the 45-player active list for less than nine regular-season games during their only accrued Season(s).
A player can't participate on the Practice Squad for more than three seasons. This is a change from the previous Collective Bargaining Agreement. It was two seasons before.
According to the League's Collective Bargaining Agreement, any player under contract to a Club as a practice squad player shall be completely free to negotiate and sign a Player Contract with any Club at any time during the League Year, to serve as a player on any Club’s Active or Inactive List, and any Club is completely free to negotiate and sign such a Player Contract with such player, without penalty or restriction, including, but not limited to, Draft Choice Compensation between Clubs or First Refusal Rights of any kind, or any signing period, except that such player shall not be permitted to sign a Player Contract with another Club to serve as a practice squad player while under contract as a practice squad player.
